I have read that it's to install Windows CE and then Word and Excel applications on the 7650. And that the 7650 can be flashed to the software of the 3650.

7650 and 3650 uses the same version of Symbian OS anyway...erm...so you would be correct in saying that.
And Windows CE on a 7650?....now that's not true at all!
Who would want an OS full of bug like Windows CE, I prefer to stick with Symbian little or now known bug whatsoever.
I've had my 7650 for almost 5 months now and still never did it failed, never did it bugged down even with rigorous sis install and uninstall.
