Difference between map updater and map loader?

I'm confused :con? (as usual 😊 )

What's the difference?. The one below won't install on my PC - loads of DLL errors.

Then there is this one - installs ok but just sits there saying it's waiting for the phone and does nothing else.

EDIT: Right, got the Updater working - this just installs the map app on the phone, and so the uploader must the one I want - just need to get that to work now!
