Whenever apps use my network they keep asking if its ok to connect. is there a permanent permission setting somewhere that works on all the apps and allows them to connect without asking?

For Java apps & widgets there is no way to avoid the dialogs.
For native apps they usually allow you to set an access point to use (which can either be an actual access point or a 'destination' depending upon the app). Often the access point is set to "always ask" by default in an app and this causes the prompt.
