e71 won't turn on without being connected to power cord

...for a good 10-15 seconds, then it lights up showing only that it is charging with that charging bar indicator, but nothing else, but at which point at least i can then hold the power button for it to turn on. but not without being connected. anyone ever have this prob or have an idea how to remedy it? thanks
