You will need to "debrand" your handset (and risk voiding your warranty) to do this.

Basically, you are changing your phones product code to one that contains the language pack you require. In your case, depending on the colour of your phone, it will be either... 0592413 for a black mini or 0595418 for a white one. See here for product code list:-
