The Snapdragon is not based on an Cortex A8 core - it's a completely custom design, about 5% faster than a standard A8.

Qualcomm licensed the instruction set from ARM and built their own CPU implementing the ARMv7 instruction set, while others such as TI and Samsung licensed the A8 core architecture and built A8-based SoCs.

Qualcomm will have to do it all over again in order to compete with the Cortex A9 which is conservatively estimated to be 20-25% faster than a standard A8 core. It's hardly surprising that Qualcomm are ramping up the clock speed in order to remain competitive, even though this is detrimental to battery lifetime.
