Have searched high and low and haven't found an answer.

Is it possible to put Arabic on a UK version of the Nokia C7?

Only by changing the firmware to a version intended for sale in Arabic speaking regions. Nokia does not support changing the product code that identifies the model variant (including the country/region it is intended for), or user-installable "language packs".
