A. Not on the smartphone itself, where the built-in security prevents any application from seeing the system details of what other applications are up to. This is largely a good thing as it should make the devices less easy to fiddle with and more reliable generally.

However, you can peek into the /sys folder on your expansion card, useful if you install themes and apps to it, by connecting your smartphone in 'Data Transfer' mode and viewing your card in Windows Explorer. If you turn on 'Tools | Folder options | View | Show hidden files and folders', you should see /sys and can poke around. Just be careful!
