BMVCONC.EXE is a DOS application, when you doubleclick on it, it will run in a dos box with no parameters, which means it does nothing except "flash" on your screen.
Run a DOS box (Start/Run/Command) and when the DOS box opens run BMVCON.EXE (with the required parameters).

There is some documentation that comes with the SDK - I'll try and find it and see if I can post it here, but I don't think I installed the SDK since my last windows re-build.
