To reformat the phone puch in *#7370#. Make sure that your battery is at least half-full before you do this because if your battery were to die and the phone turn off during the format you are in for a heap of "fun".
Although you may just be expriencing low available RAM in which case all you need to do is restart the phone. The 3650 has some memory leaks.
