just go in start butto, run and type this strin: Regsvr32.exe %Windir%\System32\Ole32.dll and click ok after u will able to open your phone in nokia phone browser
this is the solution for your problem
i tried it and it worked just fine
type the following command in the run
Regsvr32.exe %Windir%\System32\Ole32.dll

I have managed to fix this error. To do this do the following:
Format c: - Just kidding! LOL
Seriously visit http://europe.nokia.com/nokia/0,,84592,00.html
and dowload the Nokia PC Suite Cleaner.
Run this exe after downloading.
Click ok, next.. etc agree to the licencing agreement and click yes.
On the problem type window: select "I recieve an error message" and click next. It will ask you to reboot your pc...
Reboot your pc..log into XP and it will be fixed.
I managed to fix mine this morning!!!

I also experienced this problem shortly after installing Nero 7. I'm pretty sure there is a causal relation.

I got a solution to this problem!
It's simple!
Just go to Start -> Run and type in "Services.msc"
and then go to Service Layer. The service is either NOT started or diabled.
Just right click it -> Properties. Change the property to Automatic and click Apply. Then Start that service and click OK.
Problem Solved!
