S60 v3 software - what's taking so long?

Here's a question for Rafe and Co.

I work in digital TV and am familiar with secure software and signed builds - however - I'm at a loss to work out why there's still so little software available for the 3rd edition phones.

Is it:

1. Because applications have to be physically re-coded due to memory/display/input API changes in the new OS.

2. Because an author cannot assume everyone knows to set the phone to allow lesser signed applications to install and so goes to Symbian for a "full" signature so that everyone will be able to install it.

3. Something I've missed.

I understand the new OS has an improved security model ('ray for the networks) but it does seem a bit pointless from a consumer perspective when the first thing anyone with any clue does is to switch it off!

Some of the delay is to do with development cycles. Developers do not immediately start working on the new platform as soon as it is announced. Indeed at the moment its probably still better to release a Symbian 7 / 8 app because more people are potential customers. This will remain true for a while yet.

I've seen developers talk about a 25-40% of original dev time needed for Symbian 9 ports so that can be a factor too. For smaller developer access to testing can also be an issue.

Except that it can't be turned off (regardless how clued or clueless you are). The App. Manager settings for online cert checks or signed-only vs. all for app installation does not turn off Symbian Platform Security.
