Nokia Maps is free (program and maps) but route navigation feature (directional guidance with or without voice) has to be paid for (you can buy either 1w, 1m, 1y or 3y).
And no, you can't get around it.
The alternative would be to either use Route66 (the latest version apparently can use the N95's internal GPS) or use TomTom with an external bluetooth GPS.
No matter which way your turn it, you'll have to spend some money if you want turn-by-turn voice instructions...

Now when I try to order it I've got to specify the regions and consequently pay a lot more.And no, you can't get around it.
