To put it simple, it's a 7210 with 8910's cover. It only supports java.

The only phones with symbian OS are the ones with series 60 UI(Nokia 7650/3650/N-Gage),series 80 UI(Nokia 9210,9290,9210i) and Quartz UI (known as UIQ - Sony Ericsson P800/P802)

UI:User Interface

It's not a 7210 with another cover. Nokia has 4 different operating systems for their phones: Series 30 which is on the 3510i and the 8910i for example. Then you have Series 40 which you can find on the 7210 and the 7250. Further, Nokia has a Symbian-based OS, Series 60, with phones like the 7650, the 3650 and the N-Gage and finally Nokia has its Symbian-based Series 80 OS which can be found on the 92xx communicators!

7210 & 8910i are series 30 while 7250 are series 40.
As for the symbian series 60 and 80 uses the same OS, the only think that changes is version of OS (6 for s80, 6.1 for s60 and 7 for UIQ) as well as the UI, which makes the difference for the end user.

It's like windows NT core. WinXP,Win2k WinXP Mediacenter even the X-Box use this same core but with some minor optimisations(???) and different UI.
