These Bolt Ons are available to new and upgrading customers who connected to one of our new tariffs from 1st Feb 2008. If you are an existing customer who joined O2 or upgraded before this date and would like to purchase a Bolt On, then please speak to O2 Customer Services.

Does this mean if you actuall use the internet rarely (max 7 days) only in a month, you save money compared to signing on to a bolt-on???
Promotional Bolt Ons are available to customers connecting or upgrading to an eligible Pay Monthly tariff in O2 Retail, O2 Online, O2 Customer Services and O2 Telesales only between 1st February 2008 and 31st March 2008.
Does this mean the train has left the station???

They are still listed on the site at the moment, and it just says they apply to post-1st Feb contracts.

O2 have what they term as an excessive use policy though not clearly stated here:
Data Bolt On Terms 1. The Web Bolt On allows you unlimited use of O2 UK's Edge/GPRS/ 3G networks (as applicable to your handset), for personal internet use via your mobile phone. All usage must be for your private, personal and non-commercial purposes. You may not use your SIM Card:
* in, or connected to, any other device including modems;
* to allow the continuous streaming of any audio / video content, enable Voice over Internet (Voip), P2P or file sharing; or
* in such a way that adversely impacts the service to other O2 customers
If O2 reasonably suspects you are not acting in accordance with this policy O2 reserves the right to impose further charges, impose network protection controls which may reduce your speed of transmission, remove the Web Bolt On from your account or disconnect your tariff at any time, having attempted to contact you first.
Basically it means for mobile phone browsing, it effectively is unlimited, you can use as much as you want, but when you start abusing it such as connecting it to a laptop then they reserve the right to suspend or charge you extra.
Seems fair to me I feel.
Can I add that this only applies to Pay Monthly tarriffs. It's still limited to 200mb for Pay and Go users like myself.

I'm outraged at this, since t-mobile offer PAYG users 40mb a day!

If you're really outraged then switch to T-Mobile. It's only because people switched (or threatened to switch) that this new policy was put in place in the first place.
