What I don't understand is that why someone does not write a new INSTALL program for Symbian? After all, it's the install program that checks this certificate crap, right?

It's a bit of a catch 22.

The main reason is that the installer would need TCB to do its thing, Nokia wont give that to anyone.

If you did have a cert with TCB, then there is absolutely no point in having a custom installer since you could do whatever you want anyway.

The only alternative is to circumvent the signature requirement, if that is a possibility then again, there isn't much point in writing a custom installer.

Without any way to grant TCB for all IMEI's, you are only left with whatever holes symbian have in their OS.
