I jus tried resigning an app for a new phone and when I go to symbiansigned to upload my CertRequest file it says :

Request DevCert
Your request has failed. Reason:
-Developer Certificates will be ENABLED for users who have a Publisher ID ONLY
-ONLY if you used a Publisher ID to create a .csr file with the DevCertCreate tool will you be able to use Open Signed Offline to create a Developer Certificate.
-Developer Certificates are currently DISABLED for users without a Publisher ID. Users who DO NOT have a Publisher ID CANNOT request Developer Certificates or use Open Signed Offline.
-If you have recently obtained a Publisher ID and are unable to create a Developer Certificate using Open Signed Offline please request support through the Symbian Signed forum on the Symbian Developer Network here

and the last time i had a app signed a few months ago on my old phone, this didnt happen, so if it wont let me get the certificate file how do I sign a application?

The Y browser/hello carbide works generally letting you install unsigned apps but you may find then some genuine apps will not sign/work. Also this as far as I'm aware disable the whole security platform for s60 and you would have to be cery careful about what you install or what may be installed without your knowledge!

I would use the secman/apptrak approach with the binpda cert. This is very simple too and lets you install any of their apps but more importantly lets you use the rootsign app on your pc to enable you to sign any unsigned apps on the pc so they can be installed on your mobile. The secaman app lets you enable/disable the s60 security platform as you see fit.

If mods permit I can post coded download links for a pdf guide and the necessary files if its not already on the site. It's the secman/app trak by binpda your looking for.
