don't know if this is new, but it didn't work for me, until last night.
ota update wasn;t working neither was via pc and nokia software, but last night i plugged my phone into pc to copy some photos and tried software updater and it let me upgrade
my old versoin screen said
software version - v11.0.009
custom version - 11.0.008.235.01
type - rm-356
now i have
soft version - v20.0.012
custom version - 20.0.012.325.02
