What is the best compression the phone can handle. I want to know the compression i can use when sending mp3 files to the phone, when using wav ringtones.

Post guide to make good quality ringtones from sources like mp3 and wav

"Best" in terms of audio quality (= larger file, better audio)?

"Best" in terms of file size (= smaller file, worse audio)?

Forget the mp3s. You can play them using a third party's program but you cannot get stereo. The best quality can be achieved by a wave pcm encoded file. The best for space saving can be achieved by a wave gsm encoded file (about 1/5 compression ratio). The best on both quality and space saving can be achieved by a wave adpcm encoded file(1/2 compression ratio). All the above can be also set as ringtones. All the codecs mentioned can be found on almost every windows pc...
