I had the same problem.
Assuming windows XP ...
Go to add / remove programs in control panel & uninstall every piece of nokia s/w that is installed ... ... look out for the multiple cable drivers, they're not listed as nokia.
Install Diego_3_09.msi and the other bit of software that comes with it 😉
Might need to reboot ..
Install phoenix_service_sw_2007_4_6_170.exe ... doing the dongle "trick".
You should then need to reboot ... and after the reboot a load of s/w registration will take place (as part of the phoenix install) - you will get a few error messages, just click ok.
(don't forget to replace the .exe and the DLL for the pheonix s/w)
- at this point, i'd suggest intstalling the latest version of nokia software updater to update the cable drivers
Then install RM-159_EURO_21.0.016_v5.0.exe ..
Connect phone
Launch Phoenix ... File -> Manage connections.
Add new one - select USB
File -> Scan Product
.. the rest i forget - but it was from the "Flashing" drop down and it was "obvious"
